In the decision-making stage of the project, analyze, study and demonstrate the planning, policies, technical standards, and approval requirements, and provide investors with decision-making basis and suggestions, including conceptual scheme design, preparation of project application report, project proposal, social stability risk assessment report, energy conservation assessment report, environmental impact assessment report, feasibility study report, fund application report, special chapter of preliminary project report, part or all of the consulting services e.g. demonstration/evaluation/review of the preliminary project report.

Provide procurement agency services for the government and enterprises, general contracting procurement agency services for engineering projects, and construction/equipment/service sub-item procurement agency services

Provide engineering project management services to the government and enterprises, and carry out the whole process or stagewise management and consulting services of engineering construction projects for the organization and implementation on behalf of the government/enterprises based on contract. The main work contents cover project administrative approval management, contract management, design management, schedule management, quality management, cost management, production safety management, green construction and environmental management, resource management, information and knowledge management, communication management, risk management, and closing management.

Provide consulting services on construction project cost to the governments and enterprises, including but not limited to preparation and review of investment estimates for feasibility study of construction projects; preparation and review of the construction project budget estimate, budget, settlement and completion settlement; preparation and review of the base bid price for construction project bidding; appraisal and claim of project negotiation, change and contract dispute of bidding quotation; preparation of the project cost valuation basis, monitoring the project cost and provision of relevant project cost information; whole process cost consultation (engineering cost consultation management for project decision-making, design,tendering and bidding, construction, and completion stage) and other consulting services.

Provide government and enterprises with project proposals, feasibility study, budget estimates, and fund application reports for planning, engineering and other projects for evaluation, and perform performance evaluation and post-evaluation of the project.

Provide the government and concerned enterprises with engineering consulting services in term of organization, management, economic and technical aspects of the whole life cycle of engineering construction projects, including all or part of professional consulting services such as investment consulting, bidding agency, engineering survey, engineering design, engineering supervision, cost consulting, project management, operation and maintenance consulting.
